At the close of the survey on Sunday night, Duterte emerged on top of the list by receiving 5 percent of the total “yes” votes.
Following Duterte with 3 percent of votes were Canadian Prime Minister Justin Trudeau, Pope Francis, Microsoft founder Bill Gates and Facebook co-founder Mark Zuckerberg.
Duterte’s win was despite his controversial anti-drug campaign that is being criticized by his political opponents, human rights groups, the United Nations, and the European Union for costing thousands of lives.
However, Duterte remains very popular and the campaign is highly approved by Filipinos based on local opinion surveys.
The past winners of the Time 100 Reader Poll were U.S. senator Bernie Sanders in 2016 and Russian President Vladimir Putin in 2015.
Time magazine will announce the complete names on the list on April 20.
