LOOK: COA found questionable transactions using Pangilinan’s PDAF
Commission on Audit (COA) found several transactions of senator Francis Pangilinan using his Priority Development Assistance Fund (PDAF) or pork barrel from 2007 to 2009 questionable.
The 462-page report of COA showed projects in Quezon City do not have documentary support and have been transacted questionably.
According to the report, P7.3 million from senator Pangilinan’s PDAF were used for the procurement of “barangay office equipment” for at least 17 barangays in Quezon City.
The procurment of the said projects were found not supported by proper documents, lack of official receipts or proofs of bidding
. The office equipments may also not among eligable from the funding under PDAF. The report also showed that another P1.063M of Pangilinan’s pork were used to bought the needs of a barangay in Quezon City such as Apple Macbook laptop, a Nikon DSLR camera, a laminating machine, Sharp DVD player, Sony digital cameras, 19″ Samsung LCD monitor among others.
After auditing, the COA found that the gadgets bought were unaccounted, missing or defective when they saw the photographs of the items.

COA also discovered that Pangilinan paid Superjie Trading, a supplier that found “not legally nor physically existing” using his PDAF.
Barangay Projects worth P1-M were neither announced in public for sake of transparency nor proven with project documents such as receipts, invitation to bid or contract agreements.
A feeding program and distribution of mecicines worth half a million pesos funded by Pangilinan’s DAP might also not occurred according to COA.
“These were not supported with … bid documents, project plans, or any document authorizing the conduct of activities and proof of implementation indicating the venue, activities undertaken, beneficiaries, pictures of activities, participating partners, date conducted,” COA said.
A livelihood project of senator Pangilinan in Batasan Hills had also not proof of implementation.
Sharon Cuneta, the wife of Kiko Pangilinan defended her husband from the people who questioned how the senator used his PDAF.
She said that all the pork funds of Pangilinan were spent correctly.
“If anyone reading this can prove to me that my husband has stolen any amount from his PDAF in his 12 years as senator, I will give you P10 million in cash and I will leave my husband. That is how confident I am,” She said.
